Community-led Local Development (CLLD)


Catalonia is a European country in the northern Mediterranean, constituted as an autonomous community in Spain. It is situated on the north east coast of the Iberian Peninsula, bordered to the north by Andorra and France, to the west by the autonomous community of Valencia, and by the Mediterranean Sea to the east.

With an estimated 7,516,254 inhabitants in the year 2016, it is the second most populated autonomous community, in an approximate area of 32,000 km2. Catalonia has a very diverse geography, taking into account the relatively small size of the territory. This geography is conditioned by some 580 km of  Mediterranean coastline and the great reliefs of the Pyrenees Mountains in the North.

88% of the Catalonian territory is rural, being inhabited by 34% of the population. These figures show the importance of having a Rural Development Programme (RDP). On 28 July 2015 the European Commission approved the Rural Development Programme (RDP)  for the period 2014-2020, which is structured around four lines of action and/or challenges

  1. Economy and employment:  Promote economic recovery and job creation, with especial attention to the agricultural food, forestry and rural areas.
  2. Young people: Establish specific policies for rural youth that promote their economic and social development and rooting.
  3. Climate change: Promote actions to mitigate and adapt to climate change and the protection of human resourses.
  4. Innovation: Stimulate innovation and knowledge transfer in the food sector.

The Rural Development Programme for Catalonia 2014-2020, has a programmed  budget of 810,4 milions €, 62 of which relate to the implementation of Participatory Local Development Leader:

Implementation of the Leader approach

For the period 2014-2020 Leader enters its fifth generation, after the implementation of the initiatives Leader II, Leader + , PRODER program and 4 Leader axis.

Methodology of work included in the measure 19 of the Rural Development Program 2014-2020, which aims to promote local development in rural areas and help rural actors improve the potential of its territory through four operations:

  • 19.01.01 Development of Participatory Local Development Strategies of each territory.
  • 19.02.01 Implementation of Participatory Local Development Strategies - Direct Leader grants to beneficiaries.
  • 19.03.01 Cooperation projects Leader.
  • 19.04.01 Operating expenses and entertainment group Leader.

For the implementation of the Leader program in this new period were selected 11 Local Action Groups (LAG), with their respective local development strategies, representing 73.24% of the territory of Catalonia, with 10.20% of the total population and average density of 33 inhabitants per km2

These groups will be responsible for:

  • Support projects and initiatives that want to promote their territories, either by public or private promoters, and are consistent with the objectives defined in their strategies. The aim is to promote the realization of investments that generate economic activity in rural areas, and the creation and/or maintenance of jobs, mainly women and youth. Help about actions aimed mainly at improving the processes of processing and marketing of agricultural products, and the creation and development of micro enterprises and SMEs in the case of private promoter.  In the case of public promoter, aid aimed at the conservation and enhancement of cultural and natural heritage, promoting public infrastructure to mitigate and adapt to climate change and infrastructure that generate economic activity and employment. Operation 19.02.01
  • At the same time, Local Action Groups (LAG) promote cooperation projects with other Leader groups and/or agents of the territory, to develop cross-cutting initiatives and projects that reinforce their strategies. These projects are focused on topics as diverse as entrepreneurship, rural youth, renewable energy, recovery of the agricultural products, economic development in protected natural areas and natural coworking and others. Operation 19.03.01
